A DETAILED OVERVIEW OF THE SOLID WASTE MANAGEMENT & MRF SYSTEM UNDER SBM(U), JORHAT MUNICIPAL BOARD

  • PLANNING:
  1. Interaction with the SHG, NGO & Individuals appointed for the door to door waste collection in all the allotted wards.
  2. Action plan on Material recovery facility centre.
  3. Reduction of land fillings.
  4. Improvement of waste collection.
  5. Implementation of the rule and regulations of SBM.
  6. Model House Concept.
  7. Generation of revenue.
  8. Plan on REDUCE, RECYCLE & REUSE.
  • METHODS:
  1. We have implemented the system of well-planned road map.
  2. We modified the process of garbage collection in all the allotted wards.
  3. Trained the allotted parties to communicate with the users.
  4. Continuous follow up of the team to operate their activities on daily basis.
  5. Interaction with the public to show the clear picture of the process.
  6. Training of the sanitary workers at the MRF centre.
  7. Source Segregation.
  8. Promotion of Home Composting.
  9. Different strategy made as per the requirement of the wards.
  10. Awareness program conducted on regular basis.
  • IMPLEMENTATION:
  1. Interaction with the SHG, NGO & Individuals appointed for the door to door waste collection in all the allotted wards. Surveyed all the wards, identified the garbage vulnerable points and soughed the issues aroused for illegal dumping. We trained the SHG, NGO & INDIVIDUAL parties on the process of waste management. We trained the parties the method of waste collection from both the household & commercial points. The parties were also trained to grow a healthy relationship with the users.
  1. A complete action plan for the material recovery facility was prepared to make the system more flexible and easy to execute. The view for creating the action plan was to document the efforts implemented. In this report the entire process of material recovery, waste segregation and composting was included. Our intention was to minimize the land fillings and generate reusable materials to generate revenue.
  1. Our first priority is to minimize the land fillings which include the rivers, ponds, streams and kind of lands used as a dumping zone. So, we targeted the areas and cleared them. We also used the wet waste for composting and other recyclable wastes were segregated and send to the MRF.
  1. The initial beginning of the door to door waste collection was not systematic. The parties were completely fresh and had little knowledge regarding the process of waste collection. We conducted regular training and went regularly to visit the wards from where we got maximum complains. We taught them the process of maintaining the road map, segregation and cleaning of roadside along with the collection of the waste of both household and commercial points.
  1. To implement the rules and regulations of Swachh Bharat Mission. Firstly we had to interact with the people to convey the message and explain the norms of SBM. We started the system of penalty for those who were violating the laws regularly after continuous reminder. The rules were implemented to keep the city clean and make the people aware of their responsibilities. We organized door to door awareness camps to educate the people on the laws of SBM and asked for their support and cooperation. We are also ready for strict legal action against the regular violators of the rules. We are abide and working to maintain the city clean with the help of the rules and regulation implemented by the Jorhat municipal Board and the guidelines of SBM.
  2. To promote the source segregation in all the wards, we started a project in which we asked our parties to select 10 houses to start source segregation and named them MODEL HOUSE. Our intention was to motivate the people to support and follow the procedure of segregation. In this method the household has to generate the waste in both wet & dry waste differently. We planned for felicitating the Model houses who support and execute the process. On parallel basis we are focusing on home composting in different wards and promoting the houses who are already practicing the method. Targeting more such houses to motivate and start home composting. We on various times have met the households and studied their method and process.
  1. Generation of revenue is the most important element. We gave much emphasis on public relationship with the parties allotted in the various wards to make the revenue generation easy and simple. The parties were given revenue receipt books to make the process more transparent. Initially there were few issues related to user fees but as the time span people gradually adopted the system. We interacted with the people who were against the revenue or user fees system and convinced them. We even met the parties who were facing issues with user fees and explained them the method of approach. Currently there are only few wards where there are minimum issues related to revenue/ user fees.
  1. Plan on REDUCE; RECYCLE & REUSE was initiated with view of minimizing the waste generated daily from all the households and commercial of all the wards. Our intention was to aware the people of all the wards to reduce single use plastics, start home composting to minimize dumping of wet waste outside and practice the reuse of plastic bags. We started working on this plan and conducted door to door awareness. We got mixed response on this campaign but we also got many positive feedback. We plan to go for more such activities in future to promote the plan.
